I shouldn't really be surprised that AR has the temerity to suggest such things, as they are rather wont to do the sado-masochistic, beat-me-harder routine with regard to regulations and rules. They are, after all, Libs to the core, over there.
Hint to the clueless; science is what saved some of the buildings and the people in them, during the quake, not regulation.
