Look at this, paying close attention to the important bits;

So, the DHS is putting in an order for 7,000 carbines, nominally chambered for 5.56 NATO, and in a short to medium length configuration, and probably built around the AR platform, in select-fire configuration, and they openly admit to the specific role that they clearly define this arm for.

Hmmm.
